If you receive a paper check for your federal tax refund or U.S. government benefits, 2025 could be your last year to do so.
President Trump signed an Executive Order on March 25 declaring that the federal government will no longer produce paper checks, transitioning instead to electronic funds transfer (EFT) methods like direct deposit effective September 30, 2025. Titled “Modernizing Payments to and from America’s Bank Account,” the Executive Order states that the primary reason for the change is “… to defend against financial fraud and improper payments, increase efficiency, reduce costs, and enhance the security of Federal payments.”
Why does this Executive Order that phases out paper checks matter?
Once the Executive Order goes into effect, all U.S. government benefit payments and tax refunds will process with EFT methods like direct deposit, prepaid card accounts, and other digital payment options. If you currently receive your federal benefits payments by paper check, you should make sure that you are set up to receive those funds electronically.
Don’t let the government decide where your money goes – take action to set up Direct Deposit now.
All payments to the federal government for taxes, fines, fees, etc. will also be processed electronically.

-
You save on check cashing fees. With Direct Deposit, there’s no fee to receive the money into your account, while most businesses that offer check cashing services charge fees.

According to a White House Fact Sheet released immediately following the Executive Order, “Exceptions will be made for people without banking or electronic payment access, certain emergency payments, certain law enforcement activities, and other special cases qualifying for an exception under the Order or other existing law.”
The Executive Order doesn’t explicitly outline how the federal government will identify and assist those in unbanked households (5.6 million American households, or 4.2%, in 2023) who might qualify for an exception.
